Chinese incursion into Arunachal not serious issue: Parrikar

PANAJI, Nov 12: Union Defence Minister Manohar Parrikar today said reported incursions by China into Arunachal Pradesh were "not serious" and being effectively tackled by Army on day-to-day basis even as he underlined the need to set up infrastructural back up to handle "these kind of problems".

"Chinese intrusion is not a serious issue. It is a serious issue for media. The incidents of incursions by China are a small issue that is being tackled by Army chief or the concerned commander in that area," Parrikar told reporters at a press conference here on his first visit to his home state after taking charge as Defence minister.

Parrikar said there are large tracts of land along the imaginary border and many a times the forces cross it.

"The issue should be considered as serious when they (China) set up their camps in our territory," he said.

Parrikar said the incursions like the one reported in Arunachal Pradesh "happen many a times in many sectors and are tackled within a day or couple of days." "It is not correct to call them as major intrusions. They are breach of LAC," he added.

Launching a scathing attack on Congress, Parrikar said most of the defence deals executed during the erstwhile Congress-led regime got "stuck up" due to lobbying, vested interest and kickbacks involved.

Underlining the need to remove procedural bottlenecks, Parrikar said if not done it would affect the procurement process.

"The issue of procurement for armed forces has been taken on priority. This is very crucial to build the capability of the armed forces," the defence minister said.

Interestingly, Union Minister of State for Home Affairs Kiren Rijiju had last month denied any incursion by China's People's Liberation Army in Taksing area of Arunachal Pradesh in recent times.

"It is a natural phenomenon as troops from both the sides usually trespass into each other's territory by mistake as there is no definite demarcation of the border," he had said. PTI

The Parliament Secretary, who is also executive member of EDS of DEWLS said “Wonderful animals and strangest birds are masters of stealth but their existence in large are felt now in the sanctuary. The awareness program initiated by the DFO (wildlife) Tashi Mize for protection of the sanctuary was praiseworthy and the lush green island was a perfect destination for nature lovers”.

He advised the EDS to go extra miles under active supervision and guidance of Wildlife department to protect the sanctuary. While sharing his views on eco-tourism in particular, he opined that EDS should prioritize the maintenance of ecological balance through the conservation of biological diversity, water management and increase of tree cover etc. Roads, traditional huts and potable water should also be a priority. Unless we develop these, any tourism activity would be futile, he added.

ZPC Kaling Dai stated that lack of awareness led delayed responses. Forest degradation and poaching were major threats to wildlife and natural habitats. For many decades, wildlife had been considered to be crop destroyers, foods, hunting spots or sources of income etc. but now we observe substantial change in our traditional views. Our people now understand the value of wildlife and a healthy natural environment. We guard and protect them. Citing an example, Dai informed that three years back one magnificent deer was roaming in human habitat crossing the river during Aran Puja (traditional hunting time) but instead of killing it was released into the sanctuary by Yung Tayeng (former ASM of Borguli).

Improve the standard of govt. schools

Dear Editor,

Degradation of quality education in govt. run schools of Arunachal Pradesh is due to the lack of proper polices in education sector. Huge amount of funding are being done by Ministry of Human resources development, Govt of India for missions like Sarva Sikhsa Abhiyan (SSA), Rastriya Madymaik Sikhsa Abhiyan (RMSA) etc. Besides various other central funds are being pumped in for the development of govt. schools in Arunachal.  In reality our own politicians, officers and some panchayat level leaders are using funds for their self motives.  For their individual benefit these people together manages to get fund sanctioned in the name of school development without checking whether the said school has any students or not. They don’t bother about feasibility while establishing the schools. Because of such attitude many schools turns into animal sheds. To make matter worse in those schools where teachers quarters are desperately needed, many a times teachers are forced to stay in rented house due to the lack of accommodation. It is all happening because of the uneven distribution of funds.

No doubt to become politicians, officers and panchayat leaders they invest huge amount of money but they should not make it compulsory to reimburse it. If they carry out good work public will surely give them re-mandate without taking money next time. In our state funds are used only for new constructions. In place of new construction work, the fund should be used for the existing schools which are in bad conditions. Money should be spent on those existing schools which are facing shortage of classroom, table, teachers quarter, games and sports items, bench, toilets, and even for laboratories facilities at secondary and higher secondary school.

It is my earnest request to those responsible persons holding important position that they should think for the revival of govt. schools to provide quality education. Majority of our children depends only on govt. schools as every parent cannot afford to send their children to the private schools to get quality education. Concerned authorities should adopt clear cut policies on education sector like creation of new schools, proper transfer and posting of teachers, provide accommodations to teachers, provide drinking water facilities, toilets and other infrastructure facilities at govt. schools so that poor children who study at govt. schools may get proper teaching and knowledge with quality education and later they serve the society.

Yours,

Nabam Akin Hina

Chairman,

Education and Cultural Development Society

An open letter to State Legislative Assembly Member of Arunachal Pradesh

Dear Editor,

Through your esteemed daily I on behalf of the villagers would like to fervently appeal to all dignified members of our state Legislative Assembly to take up new welfare scheme for the villages in particular. Launching of new scheme namely Saansad Adharsh Gram Yojana by Government of India under the leadership of Narendra Modi, Honorable Prime Minister of India would be a great boon for villages in which each & every Member of Parliament would adopt a village under SAGY scheme and make it a model village.

Likewise our state government can also initiate such scheme in the name of members of Legislative Assembly which may suitably be called ‘VIDHAYAK ADHARSH GRAM YOJANA’ through which a village can be adopted and developed into a model village by the MLAs. For instance, the Gujarat Government has already taken up the same for the welfare of villages. As we are aware that crores and crores of fund have been invested on various welfare schemes so far, but the outcome is negligible. No benefit reaches to the poor people. But this time I hope villages would be developed through new governments initiatives and benefits would reach to the poorest. Adopting e-governance system in all departments would help reduce corruption and also help turn corrupt state into a corruption free state. At last not the least I request state government to devolve power to PRIs and release funds at the earliest that was declared nearly two years ago on the day of statehood celebration in presence of His Excellency the present Governor of Arunachal by Nabum Tuki led Govt.

Yours,

Sum Apum, GPC

Absentee Govt. officers of twin capital

Dear Editor,

With humble submission, I would like to share some words through your esteemed daily. In our twin capital region there are many govt. departments where some officer never properly attends the offices. They have made their own rules and regulations. Due to this, common mass get harasses and whenever they want to meet the officer, the officer tells, “Right now I'm busy or going somewhere," come next day.

However next day when we visit the office, they do not come to the office. So, I want to ask the concern HODs is there any rule and regulation to check such absentee officer? If no action is initiated by them, we will think that even HODs are part of this office absentee group.

Yours,

Bengia Nachung,

President

Capital youth

organization (C.Y.O)
