63rd NEC plenary meeting to discuss development issues
ITANAGAR, Nov 12: The 63rd plenary meeting of the North Eastern Council will be held at Vigyan Bhawan, New Delhi on November 19. The meeting is expected to be attended by the Governors and Chief Ministers of all NE states. Discussions will be held on the various developmental activities taken up in the North East by different Ministries and Government agencies. The Annual Plan and the Gross Budgetary Support of the North Eastern Council will also be discussed, according to an official release.

Ducklings distributed to farmers
ITANAGAR, Nov 12: Krishi Vigyan Kendra (KVK), Lohit under ICAR-
The ducklings were distributed to villagers of Mahaloni, Guhain Gaon, Namsai, Manphai Seng, Sengsup, Lathao, Namliang and Chongkham under duck cum fish culture sponsored by ATMA, Namsai and KVK.
The newly introduced duck cum fish culture technology is expected to reduce the cost of fish culture and increase the oxygen level of pond water, which in turn will increase the growth of fish thus increasing the return.
Ducks are considered as an alternative poultry bird for both eggs and meat, especially where resources for duck farming is available. However comparative performance of Khaki Campbell with fish has not been assessed earlier.

PMC repudiates allegation
PASIGHAT, Nov 12: While responding to an allegation levelled against Pasighat Municipal Council by one of its councilor Kange Moyong regarding misappropriation of huge funds by converting and diverting it in other projects, the PMC led by Municipal Executive Officer Nixon Lego and Chief Councilor Denong Tamuk besides other members of Empowered Standing Committee, termed the allegation of Moyong as unfortunate and baseless.
The Pasighat Municipal Council team in an emergency meeting held at Pasighat today, condemned the allegation levelled by Ward 12 councilor Kange Moyong and termed his allegation as immature and baseless which bears no truth.

ANSU, ACF mourn Ranjeev
ITANAGAR, Nov 12: All Nyishi Students Union (ANSU) has deeply mourned the death of prominent social activist Taring Ranjeev on Saturday after a prolonged illness.
Expressing his sadness at the sudden demise of Ranjeev, ANSU president Byabang Joram termed his death a huge loss for entire society and Nyishi community in particular.
“May god rest his soul in peace and bestow courage to the bereaved family to bear the irreparable loss,” said the ANSU president.
While expressing grief and sorrow at the premature demise of Ranjeev, Arunachal Christian Forum (ACF) said that he was an active and renowned social worker and his premature death is an irreparable loss for the society.
ACF on behalf of the Christian community of the state conveyed deep sense of condolence to the family members of the deceased and prayed for eternal peace of the departed soul.
Students demand early solution
ITANAGAR, Nov 12: Toru Circle Students' Union (TCSU), while appreciating the Papum Pare Deputy Commissioner for visiting the site of boundary dispute between Papum Pare and Lower Subansiri, appealed to the deputy commissioner to find a concrete solution to the alleged dispute.
Clarifying that the Union was not against the DC, TCSU urged the district Papum Pare administration to take action against defaulter(s) and solve the issue immediately.

Hopefully other deputy commissioner's of Arunachal will take cue and start massive fight against illegal opium grower and drug peddlers. However, DC Lohit also needs to ensure that his words are translated into action and we get to see some real action at ground level.
70 houses gutted in West Siang

The DC has announced 20 quintals of rice and emergency relief in cash to the victims. DIPRO Meanwhile, concerned about the devastating Kerang fire accident, Adi Baane Kebang wrote a letter to Director of Relief & Rehabilitation, Itanagar today.
The ABK said that although no loss of life is reported but properties worth crores of rupees were destroyed in the fire accident. The people could not take out any of their properties and victims are in urgent need of clothing and utensils with ration materials.
The ABK appealed to the Director to initiate necessary steps in this regard and to provide necessary household relief materials and also urged the Director to sanction an amount of Rs. 10 lakhs as immediate and urgent assistance to the victims.
The ABK also urged the Director to provide long term relief assistance to the fire victims for reconstruction of their dwelling houses and compensate their total losses as per the lost estimate of the concerned government officials.
ABK West Siang Unit also appealed the state government to provide immediate relief to the victims and also submitted a memorandum to the EAC Kaying to provide all possible help to the fire victims.
CM expresses grave concern, appeals for precautionary measures
ITANAGAR: Chief Minister Nabam Tuki has expressed shock and pain over the unfortunate fire mishap that engulfed remote Kerang village under Kaying circle in West Siang district. However, no report of any human casualty has been reported so far.
Taking stock of the situation from the district administration, the Chief Minister directed the concerned department to immediately provide relief to the victims as per relief norms. He also sought a detailed report on the unfortunate incident.
According to official sources, Anchal Samiti Member (ASM) of the area has reported that at least 56 households have been affected in the incident. As immediate relief assistance to the victims, the West Siang Disaster Management department has provided an amount of Rs 4000 each to the victim households. The detail assessment of damage done and lose caused is still awaited.
While assuring the victims of assistance from the government as per norms, Tuki expressed grave concern over repeated fire mishaps reported from various parts of the state. He appealed people to observe extreme caution and practice precautionary measures to avoid fire mishaps.
“With the onset of winter, use of fire for household purposes will increase. It is the peak time to observe extreme precautionary measures, especially in interior villages, which are prone to fire accidents and unreachable by fire services,” Tuki said in a statement this morning. He called upon the district administrations, concerned departments, panchayat leaders, civil society and student organizations to create awareness on fire mishaps amongst the rural folks.

by China into Arunachal Pradesh were "not serious" and being effectively tackled

"Chinese intrusion is not a serious issue. It is a serious issue for media. The incidents of incursions by China are a small issue that is being tackled by Army chief or the concerned commander in that area," Parrikar told reporters at a press conference here on his first visit to his home state after taking charge as Defence minister.
Parrikar said there are large tracts of land along the imaginary border and many a times the forces cross it.
"The issue should be considered as serious when they (China) set up their camps in our territory," he said.
Parrikar said the incursions like the one reported in Arunachal Pradesh "happen many a times in many sectors and are tackled within a day or couple of days." "It is not correct to call them as major intrusions. They are breach of LAC," he added.

Local cuisines steal hearts of visitors at Adventure@ Mechukha
ITANAGAR, Nov 12: The womenfolk of Self Help Group (SHG) federation of Mechukha stole the hearts of visitors with traditional local cuisines at their food stall during the just concluded adventure@ Mechukha Festival, informed Future Generations Arunachal (FGA).
Local handmade pickles were the centre of attraction for all in the food stall where everyone enjoyed it and appreciated the initiative. The SHGs members with traditional dresses also earned little income through photo shoots which they provided to the visitors.
It is worth mentioning here that Future Generations Arunachal (FGA) with its initiative trying to promote the SHGs for their livable future in many location through capacity building training and support.
Moreover, in health sector, FGA is managing two units of Primary Health Centers (PHCs) of Government of Arunachal Pradesh under Public Private Partnership (PPP) mode of National Rural Health Mission (NRHM) since 2006.
Generate awareness on Oil Palm cultivation: Mein

Addressing the departmental officers and private Oil Palm developers at a meeting here today, Mein opined that the agro climatic situation and other logistics in Arunachal Pradesh are quite advantageous as compared to other Northeastern states where Oil Palm cultivation has been taken up.
Assuring his all support to the new venture, Mein informed that some of the issues requiring dispensation from the existing guidelines of National Mission on Oilseeds & Oil Palm (NMOOP) would be taken up with the appropriate authority of the State and Ministry of Agriculture, Govt. of India. He also requested the department to assist the Oil Palm developers and educate the farmers about benefits of this crop so as to instill confidence in the farming community for active participation in the Oil Palm mission.
Three private Oil Palm developers, namely, Ruchi Soya Industries Ltd, 3 F Oil Palm Agrotech and Sivasais Oil Palm Ltd engaged through MoU for Oil Palm plantation and processing in the potential areas of the state briefed about the steps taken so far in Tirap, Changlang, Namsai, Lower Dibang Valley and East Siang districts.
A nursery at Jairampur has already been established for raising seedlings and one more is to start at Kherem shortly. Similarly, nursery raising in Roing and Pasighat is underway, they informed. Hage Khoda, Commissioner, Agriculture raised a few issues for resolving through the state and central govt. for effective implementation of the ambitious programme of Oil Palm development for economic upliftment of the farming community.
It is worth mentioning here that Oil Palm is the only crop that gives yield round the year and since the implementation is in contract farming mode with buy back guarantee of the produce, this crop is expected to be a major income assuring crop to the farmers in the foothill areas in near future, he said.
AAPSA, PSAZ hold teachers’ effectiveness training
ITANAGAR, Nov 12: The All Arunachal Private Schools Association (AAPSA) in collaboration with Private School Association of Ziro (PSAZ) held Teachers Effectiveness Training for 25 private schools of Lower Subansiri at Don Bosco School, Hapoli.
Speaking at the inaugural function, Lower Subansiri Deputy Commissioner Kamki Darang called upon teachers to keep growing and said “when we stop growing, we stop learning”. He stressed on the need to organize such training and appreciated both AAPSA and PSAZ for the noble initiative.
DDSE Yumlam Tana spoke about the importance of extra curricula activities in schools and called upon the teachers to inculcate the love for fine arts and culture in student community. Tana also invited all private schools to develop sporting, musical and creative talents of students.

Fisheries Commissioner takes stock of fisheries activities at Balijan
ITANAGAR, Nov 12: Commissioner (Fisheries) Huzar Lollen today visited Balijan circle to inspect and take stock of the fishery activities and implementation of various fisheries programme at ground level.
During his daylong visit, he inspected the fish ponds of seven fish farmers and appreciated the hardworking people of the circle. He was happy to see the harvesting in the fish ponds of three fish farmers, namely Raha Takar, Bonia Yabang and Techi Kaya, He also interacted with the fish farmers, PRI members and advised them to keep the tempo of fish farming which will give good returns. He appealed to the villagers to emulate fish farming activity for the overall economic development of the rural households.
While addressing the farmers and villagers at Dipu Village, he advised to inculcate the habit of patience to get good return and not to run after activity for quick return.
During the visit he tried to know the problems of the farmers and assured them to sort out the issues at the earliest at Directorate level. He also assured the fish farmers to provide market support for their produce by the Department of Fisheries. The commissioner also advised the villagers to maintain and preserve the local culture and live in harmony with the people of neighbouring state.

Improve the standard of govt. schools
Dear Editor,
Degradation of quality education in govt. run schools of Arunachal Pradesh is due to the lack of proper polices in education sector. Huge amount of funding are being done by Ministry of Human resources development, Govt of India for missions like Sarva Sikhsa Abhiyan (SSA), Rastriya Madymaik Sikhsa Abhiyan (RMSA) etc. Besides various other central funds are being pumped in for the development of govt. schools in Arunachal. In reality our own politicians, officers and some panchayat level leaders are using funds for their self motives. For their individual benefit these people together manages to get fund sanctioned in the name of school development without checking whether the said school has any students or not. They don’t bother about feasibility while establishing the schools. Because of such attitude many schools turns into animal sheds. To make matter worse in those schools where teachers quarters are desperately needed, many a times teachers are forced to stay in rented house due to the lack of accommodation. It is all happening because of the uneven distribution of funds.

It is my earnest request to those responsible persons holding important position that they should think for the revival of govt. schools to provide quality education. Majority of our children depends only on govt. schools as every parent cannot afford to send their children to the private schools to get quality education. Concerned authorities should adopt clear cut policies on education sector like creation of new schools, proper transfer and posting of teachers, provide accommodations to teachers, provide drinking water facilities, toilets and other infrastructure facilities at govt. schools so that poor children who study at govt. schools may get proper teaching and knowledge with quality education and later they serve the society.

Through your esteemed daily I on behalf of the villagers would like to fervently appeal to all dignified members of our state Legislative Assembly to take up new welfare scheme for the villages in particular. Launching of new scheme namely Saansad Adharsh Gram Yojana by Government of India under the leadership of Narendra Modi, Honorable Prime Minister of India would be a great boon for villages in which each & every Member of Parliament would adopt a village under SAGY scheme and make it a model village.
Likewise our state government can also initiate such scheme in the name of members
of Legislative Assembly which may suitably be called ‘VIDHAYAK ADHARSH GRAM YOJANA’
through which a village can be adopted and developed into a model village by the
MLAs. For instance, the Gujarat Government has already taken up the same for the
welfare of villages. As we are aware that crores and crores of fund have been invested
on various welfare schemes so far, but the outcome is negligible. No benefit reaches
to the poor people. But this time I hope villages would be developed through new
governments initiatives and benefits would reach to the poorest. Adopting e-

Absentee Govt. officers of twin capital
Dear Editor,
With humble submission, I would like to share some words through your esteemed daily. In our twin capital region there are many govt. departments where some officer never properly attends the offices. They have made their own rules and regulations. Due to this, common mass get harasses and whenever they want to meet the officer, the officer tells, “Right now I'm busy or going somewhere," come next day.
However next day when we visit the office, they do not come to the office. So, I want to ask the concern HODs is there any rule and regulation to check such absentee officer? If no action is initiated by them, we will think that even HODs are part of this office absentee group.
